Conori Consults was founded by Prof. Dr. Ona C. Miller, EdD, PhD, in response to a critical and recurring gap in the global leadership landscape: women were being encouraged to lead, yet rarely equipped to govern.

Across sectors, leadership development often emphasized visibility, motivation, and individual advancement. Far less attention was given to institutional structure, policy awareness, governance literacy, and the long-term sustainability of women-led organizations.

Dr. Miller established Conori Consults to address that gap.

The organization was formed as a 501(c)(3) educational institution dedicated to advancing women’s leadership not merely as a personal achievement, but as a structural responsibility, one rooted in integrity, discernment, and institutional clarity.

Conori Consults exists to strengthen how women lead within systems, influence policy environments, and steward organizations with stability and purpose.

Professional Foundation

Dr. Miller brings over two decades of leadership experience in federal and institutional environments, including service at the U.S. Department of Homeland Security, where she worked extensively on organizational leadership and women-in-leadership initiatives.

She holds:

  • A PhD in Professorship

  • A Doctor of Education (EdD) in Education

  • A Master’s degree in Management

  • A Bachelor’s degree in Communication, Statistics, and Human Resources

Her academic and professional formation uniquely positions her at the intersection of education, governance, leadership systems, and institutional accountability.

Dr. Miller has also served as a representative and panelist within United Nations forums, including participation in the Commission on the Status of Women (CSW) multi-stakeholder engagements. Her work reflects a consistent commitment to advancing policy-informed dialogue and principled global leadership.

She is the founder of National Female Civility Day and The Global Library of Female Authors, initiatives designed to elevate women’s contributions within public discourse and institutional history.

Leadership Philosophy

Dr. Miller’s leadership philosophy is grounded in a central conviction:

Sustainable advancement for women requires more than inspiration. It requires structure.

Leadership, in her view, must be:

  • Values-anchored

  • Governance-informed

  • Policy-aware

  • Institutionally responsible

She advances a model of leadership that integrates identity, integrity, and institutional authority, ensuring that women-led organizations are not only visible, but viable.

Her work emphasizes discernment over urgency, clarity over noise, and responsibility over performance.

Through Conori Consults and its divisions, including the Global Female Civility Leadership Institute and the Purpose PhD framework; Dr. Miller continues to shape conversations around ethical leadership, structural clarity, and women’s institutional impact on a global scale.

Current Role

As Founder and Chief Institutional Strategist of Conori Consults, Dr. Miller provides strategic direction for the organization’s educational initiatives, governance frameworks, and advisory engagements.

She also serves as:

Founder, Global Female Civility Leadership Institute
Architect, Purpose PhD Leadership Framework

Her work centers on strengthening women-led institutions, advising leadership structures, and advancing governance literacy within national and global contexts.
